The NFTCA consists of eight voting members, one of each from Escambia, Santa Rosa, Walton, Okaloosa, Bay, Gulf, Franklin, and Wakulla Counties, appointed by the Governor to a 4-year term. The district secretary of the Department of Transportation serving Northwest Florida shall serve as an ex officio, nonvoting member.

Randall A. McElheney was appointed to the board in September 2005 by Governor Jeb Bush and represents Bay County. Randall is a pharmacist from Panama City where he resides with his wife, Karen and their two children, Mary Alice and Harrison. Randall attended Gulf Coast Community College, the University of Florida and graduated from Samford University.
Randall has been involved in a number of health care related businesses and is active in his community. Randall is committed to improving north Florida transportation in order to preserve the high quality of life for the residents of the panhandle for many generations to come.

| Mr. Jay A. Odom - Okaloosa County - Vice Chairman |

Jay A. Odom was appointed to the board in September 2005 by Governor Jeb Bush and represents Okaloosa County. Jay is a real estate developer from Destin, Florida where he resides with his wife, Hayley and their two young sons, Spencer and Slater. Jay grew up in Okaloosa County, and maintained a vision of providing quality development for the residents of the Panhandle. He remains dedicated to community projects that enhance the quality of life for all along Florida's beautiful Emerald Coast.
Jay is committed to giving back to his community, and has sponsored many projects for community enhancement and support of the people in our communities, including those who are less fortunate, students and their educators, and our men and women in the Armed Forces. His main focus is on projects and charities that help children.

| Mr. Robert B. Montgomery - Santa Rosa County - Secretary Treasurer |

Robert B. Montgomery was appointed to the board in September 2005 by Governor Jeb Bush and represents Santa Rosa County. Mr. Montgomery attended Pensacola Junior College and graduated in 1967 with an Associate of Arts degree. He also attended Florida State University, School of Business and graduated in 1969 with a Bachelor of Science degree.
Mr. Montgomery is the owner of Montgomery Realtors in Gulf Breeze, Florida and has owned this business since 1971. Mr. Montgomery is currently active as a Board member of the Pensacola Junior College Foundation, member of the BB&T Bank Board of Directors, member of the Florida Alabama Strategic Task Force, member of Gateway Review Board in Pensacola, and a member of the Gulf Breeze High School Advisory Committee, just to name a few. Mr. Montgomery has had a long history of being actively involved in the community.

| Mr. Eddie C. Dixon - Escambia County - Board Member |

Eddie C. Dixon was appointed to the board in September 2005 by Governor Jeb Bush and represents Escambia County. Eddie has been employed with Gulf Power Company since 1987 and currently serves as a Senior Project Services Specialist for the company. Eddie is very involved with community activities in Northwest Florida and previously served as a board member on the Northwest Florida Housing Authority.

| Mr. James F. Anders, II - Walton County - Board Member |

James F. Anders, II was appointed to the board in September 2005 by Governor Jeb Bush and represents Walton County. Mr. Anders was born in 1951 in Marianna, Florida and grew up in Blountstown, Florida. Mr. Anders graduated from Blountstown High School in 1969 and graduated from the University of Florida in 1974 with a BSBA degree in Management. After he graduated college he worked in the family farm equipment and timber business in Blountstown, Florida. Mr Anders currently buys and sells Land and Timber real estate through NW Florida. Mr. Anders moved to South Walton County in 1996, built a home on Camp Creek Lake in 1997 and presently resides there. Mr. Anders has lived his entire life in the Florida Panhandle.

| Mr. Stephen K. Norris - Gulf County - Board Member |

Stephen K. Norris was appointed to the board in September 2005 by Governor Jeb Bush and represents Gulf County. He resides in Port St. Joe, Florida with his wife, Rebecca and two children, Zac and Ashton. Steve graduated from Wewahitchka High School in 1978. He was previously employed by St. Joe Paper Company and Florida Coast Paper Company for 20 years. Steve is presently the co-owner of Scott's Quality Electric, Inc., and Classic Coastal Construction, Inc. He currently holds a registered electrical license and state certified builder license in the State of Florida.

| Honorable Cheryl K. Sanders - Franklin County - Board Member |

Cheryl Sanders was appointed to the board by Governor Jeb Bush in September 2005 to represent Franklin County. Cheryl was born and raised in Franklin County. She graduated from Carrabelle High School in 1973 and attended Lively Vocational Technical School in Tallahassee. Cheryl and her husband Oscar have been married for 33 years.
Cheryl was elected to the Franklin County Board of County Commissioners in 1998 and was re-elected in 2002 and 2006. While on the County Commission she has served as Vice-Chairman from 2000-2002 and Chairman from 2002-2006. She presently sits on the Florida Association of Counties as a Board Member and also sits on the Small county Coalition representing the Northern Gulf Coast Region which includes several of the counties that are in the Authority.
"In my years of public service it has always been about the people and their needs. It's not about making promises that you can't keep, it's about making commitments to the people you serve," says Mrs. Sanders.

| Mr. T.W. Maurice Langston - Wakulla County - Board Member |

T.W. Maurice Langston was appointed to the board in September 2005 by Governor Jeb Bush and represents Wakulla County, where he grew up. He resided in Crawfordville, Florida with his wife of 34 years, Judy Fleming Langston. They have two grown sons, Heath and Cale and two grandchildren. He is a retired bivocational minister of 23 years. He has served the State of Florida as a law enforcement professional since 1980, and was selected "Law Enforcement Officer of the Year" in both Hendry and Wakulla Counties. Maurice is a Major with the Wakulla County Sheriff's Office. He is an active member of civic, fraternal, environmental and wildlife organizations. Additionally, he is a 10-year member of Sopchoppy Southern Baptist Church where he attended and retired as Sr. Pastor, moving him from the pulpit to the pew. "To serve the people throughout the panhandle of Florida on this board, honors and humbles one."

Michael B. Duncan is a partner in the Bay County based law firm of Harrison, Sale, McCloy, Thompson, Duncan & Jackson. The firm's practice is based primarily on the representation of numerous governmental clients. Mike also serves as City Attorney for the City of Callaway and general counsel to the Panama City-Bay County Airport and Industrial District.
